Certainly not. The Lord had told Abraham that he would be the father of many nations (Genesis 17:5; see also Genesis 12:2–3). So the Old Testament spoke of people from many nations being added to Israel (Psalm 87:1–7). Paul wrote that unbelieving Jews would be broken off from the tree of Abraham while Gentiles would be grafted into that tree (Romans 11:17). Through that, “all Israel would be saved” (Romans 11:26). The list of Revelation 7:1–17 represents the totality of the Israel to be saved, be they of Jewish or Gentile stock.
