The passage says that “seven trumpets were given to them.” This formulation is what is known as a “divine passive,” indicating that God is the giver of the trumpets. Given that it is the second person of the Trinity (Jesus Christ) who opened the seals, perhaps it is more accurate to say that he distributed the trumpets.
