They are compared to “horses prepared for battle.” To have in front of you an army of restless horses ready to charge is enough to fill you with fear. This picture of an army of locusts arrayed like horses for battle is intimidating and overwhelmingly terrifying; you have no chance against that horde (see Joel 2:4; Nahum 3:15).
