Hebrews 13:17 (ESV)

17 Obey your leaders and submit to them, for they are keeping watch over your souls, as those who will have to give an account. Let them do this with joy and not with groaning, for that would be of no advantage to you.

The leaders of the church do not appoint themselves; they are appointed by God. (1) He gives them a task. (2) He gives them authority. (3) He holds them accountable. The text says that the leaders will have to give an account to God. They are his servants. Compare e.g. Luke 12:41–48. An office‑bearer is God’s steward (Titus 1:7).
