Clearly there were those in the church who went too far in affirming that it is good for a man not to have sexual relations with a woman
(1 Corinthians 7:1). Some church members were withholding sexual intimacy from their own spouses. It can be guessed that these church members were mostly women, and that their husbands would be among those who ended up visiting prostitutes (1 Corinthians 6:12–15).
In contrast to this extreme and unwarranted behaviour, Paul writes that husband and wife should give each other their conjugal rights. These rights cannot be limited to the area of sex, but certainly includes it.
Remarkably, Paul speaks of conjugal rights in terms of giving, and not of taking. Also, it is a mutual obligation, of husband to wife, and of wife to husband.
