1 Corinthians 7:32 (ESV)

32 I want you to be free from anxieties. The unmarried man is anxious about the things of the Lord, how to please the Lord.

The counsel that Paul has given in 1 Corinthians 7:25–31 is not meant solely for believers who face persecution (although persecution adds weight to it). His counsel deserves the attention of all believers, especially those who are not yet married. This becomes clear in 1 Corinthians 7:32–35, where Paul explains the difference between married and unmarried life.
