Why are there people living in Debir if the city has already been conquered previously?

Joshua 15:15–16 (ESV)

15 And he went up from there against the inhabitants of Debir. Now the name of Debir formerly was Kiriath-sepher.

Debir was 24 kilometres southwest of Hebron. According to Joshua 10:38 Debir was attacked by Joshua and the armies of Israel, and all the inhabitants together with their king were destroyed. Presumably, just like with Hebron, the length of the campaign allowed survivors to return and re-populate the city.1
