The cities are arranged in accordance with the regions: those in the south (Joshua 15:21–32), west (Joshua 15:33–47), north (Joshua 15:48–60) and the east (Joshua 15:61–62). The vast majority of the cities mentioned in this list are not found elsewhere in the Bible and their locations are unknown. Judah is given numerous cities which highlight the importance of this tribe. Nine of the cities which Judah receives are also listed among the cities of Simeon (Joshua 19:2–9) since Simeon would receive its inheritance within the borders of Judah.1 Theologically this list is a confirmation that God keeps his promises because Judah is receiving numerous cities which it did not build (Deuteronomy 6:10; Joshua 24:13).2
