Why is Hosea 1:10-2:1 quoted in the New Testament with regards to the Gentiles?

Hosea 1:10–2:1 (ESV)

10 Yet the number of the children of Israel shall be like the sand of the sea, which cannot be measured or numbered. And in the place where it was said to them, “You are not my people,” it shall be said to them, “Children of the living God.”

Hosea 1:10-2:1 is quoted in the New Testament in Romans 9:26 and also in 1 Peter 2:10. There is something special in these quotations: Paul and Peter relate these words to the calling of the Gentiles! They were Lo‑Ammi, not God’s people in the most literal sense. Israel had apparently also fallen to that level here in Hosea. But whether you are a Jew or a Gentile by birth, you only live on God’s giving and forgiving love. He cleanses your sins and renews you completely.
