Why are the believers specifically mentioned?

1 Thessalonians 2:10 (ESV)

10 You are witnesses, and God also, how holy and righteous and blameless was our conduct toward you believers.

Although Paul’s behaviour toward the Thessalonians who did not believe was, no doubt, also holy, righteous, and blameless, his focus here is on those who believed. The exhortation of 1 Thessalonians 2:11–12 is clearly oriented toward the converts who had accepted the message of the gospel.
