Joshua 18–19 provides details about the allotment given to the seven remaining tribes: Benjamin, Simeon, Zebulun, Issachar, Asher, Naphtali, and Dan. It can be divided into two parts:
The move to Shiloh and scouting of the land (Joshua 18:1–10)
The allotment for the seven remaining tribes (Joshua 18:11 – 19:51)
These two chapters (Joshua 18–19) should be considered together as a single unit on account of the fact that reference to Shiloh and the tent of meeting is made at the beginning and the end (see Joshua 18:1; Joshua 19:51).1
1 Then the whole congregation of the people of Israel assembled at Shiloh and set up the tent of meeting there. The land lay subdued before them.
