These verses present a variety of parties whose lives were filled with deceit, and the corresponding punishment for such rebellion. “First, the higher echelons of society are brought under judgment (Zephaniah 1:8–9); then disaster strikes the city and the business community (Zephaniah 1:10–11); finally, those under judgment are described, not by status or function, but as the spiritual equivalents of the practical atheists in Zephaniah 1:6."1
