How does God portray himself in the first part of this verse?

Zephaniah 1:12 (ESV)

12 At that time I will search Jerusalem with lamps, and I will punish the men who are complacent, those who say in their hearts, ‘The LORD will not do good, nor will he do ill.’

He depicts himself as an all-knowing nightwatchman, sifting and searching, bringing judgement.1 It is a stunning picture of the Lord. He does not describe himself as “directing executioners to conduct the investigation as in Ezekiel 9:1–6, nor as allowing His living word to seek out the wrongdoers as in Zechariah 5:1–4. No, Yahweh Himself will handle the matter. Yahweh declared His intention to probe the dark corners of Jerusalem Himself."2
