The point of Amos is this: Would God send me as his prophet to warn you about coming punishment if there was no reason for this punishment?!
O my people, step back and think about it! Why else would I send my servants, the prophets?! Why else would I move concerned brothers and sisters to confront you?! Why else would I send elders to pursue you?!
Here we see the mercy of our God—even as he warns in Scripture and via his people today too!
