Who are those who live in error?

2 Peter 2:18 (ESV)

18 For, speaking loud boasts of folly, they entice by sensual passions of the flesh those who are barely escaping from those who live in error.

Peter considers all those who are unconverted to be those who live in error (Romans 1:27; Titus 3:3; James 5:20).1
