It is this attribute in particular that identifies this beast as the beast John had seen in Revelation 13:1 arising from the sea (in that chapter without a rider). In his rage against the seed of the woman (Revelation 12:17), the dragon conjured up this beast from the sea with its ten horns and seven heads and gave to it his power and authority to make war on the saints and conquer them (Revelation 13:1–2, Revelation 13:7). In this chapter this same beast has a rider to which it must submit. Yet the reason for its existence (and hence its agenda) remain unchanged.
3 And he carried me away in the Spirit into a wilderness, and I saw a woman sitting on a scarlet beast that was full of blasphemous names, and it had seven heads and ten horns.
