There is a true need to appeal to the mercy and forgiveness of God. For God’s people had truly sinned seriously and persistently. The persistence of sin and God’s just punishment that brought them into exile is emphasized. Every time that God’s people rebelled against God’s words, they sinned. God’s people deserved punishment. In contrast, God’s mercy shines through. Despite the sins of his people, out of his heart for us inexplicably flows his care, his love, and his forgiveness. That happens very often.
