What is the character of the word from the throne?

Revelation 21:3 (ESV)

3 And I heard a loud voice from the throne saying, “Behold, the dwelling place of God is with man. He will dwell with them, and they will be his people, and God himself will be with them as their God.

This is a solemn declaration of the covenant. (Compare Deuteronomy 29:10–15; Jeremiah 11:4–5.) This covenant will be an everlasting covenant.
