Daniel 11:23 (ESV)

23 And from the time that an alliance is made with him he shall act deceitfully, and he shall become strong with a small people.

In this verse we read that Antiochus will also deceive this high priest. That happens three years later. Then a brother of the high priest Jason goes to the king with money. This brother then offers 300 more talents of silver to obtain the high priesthood. Antiochus deceives Jason and sells the office of the high priesthood to his brother Menelaus. We can read these things in 2 Maccabees 4.

You can see the tactics of Antiochus here. He wants the people of God to turn away more and more from the Lord and from serving him. He wants them to live a more worldly life. In the initial period he uses people who are involved in the Lord’s service. The devil often uses this tactic. If he seeks to destroy the people of God, if he wants to make a church to become apostate, he often starts with the leaders in the church. They may still speak the familiar words, but in the meantime, they are committed to being ever more conformed to the world.

Antiochus manages to expand his power with relatively few people. Remember the network of spies that was mentioned earlier in Daniel 11:22.
