What is meant by the clause, “And will be found no more”?

Revelation 18:21 (ESV)

21 Then a mighty angel took up a stone like a great millstone and threw it into the sea, saying, “So will Babylon the great city be thrown down with violence, and will be found no more;

The Lord had already declared that Babylon was fallen (Revelation 18:2). Babylon was the great prostitute, Revelation 17:1, mounted on her beast (Revelation 17:3). The term fallen represented the falling of the city/civilization/state that sought to entice the peoples of the earth to commit fornication (that is, seek quick pleasures in created things—a paradise on earth without the Creator). The question now is, What is to become of her ruins? Will they remain as an eyesore or even as a foundation for eventual rebuilding? No, says the Lord; the ruins of this great city will be thrown away, so completely away as to be found no more, thrown into the sea. The kings and merchants and mariners of Revelation 18:9–19 may weep and wail for her and desire to restore her, but the effort will always be futile; God will have every version of Babylon thrown away. His earth may not ultimately be characterized by Babylon! Note: the Greek has a double negative to emphasize the finality of the no more.
