Why did the priest put some of the blood on the horns of the altar of fragrant incense?

Leviticus 4:7 (ESV)

7 And the priest shall put some of the blood on the horns of the altar of fragrant incense before the LORD that is in the tent of meeting, and all the rest of the blood of the bull he shall pour out at the base of the altar of burnt offering that is at the entrance of the tent of meeting.

The priest would place some of the blood on the horns of the altar of incense. This altar is located directly in front of the curtain that separates the holy place from the most holy place. Leviticus 16:19 explains the purpose of the act: “[To] cleanse it and consecrate it from the uncleannesses of the people of Israel.” The fact that the blood was brought to the holy of holies highlights the seriousness of the sin of Israel’s religious leader.
