Why does Joel use the “the LORD” to refer to God?

Joel 1:1 (ESV)

1 The word of the LORD that came to Joel, the son of Pethuel:

This is God’s special name: Yahweh, meaning the God who is there (see Exodus 3:13–15). He makes his presence known uninterruptedly. Joel will show that this God is also busy in his time and what this means for people, first of all for God’s own people (of all ages). The inscription aims to evoke awe and respect in the reader.
