What is significant about God calling Israel “my people”?

Joel 3:1–3 (ESV)

1 “For behold, in those days and at that time, when I restore the fortunes of Judah and Jerusalem,

Several times in Joel 3:2–3 the word my is used. God emphasizes that Israel is his people. After all, he made a covenant with that people (see the introduction to the book of Joel and Joel 1:4–10, Joel 1:13, Joel 1:15, Joel 1:20). God remains faithful to Israel and forgives because of the covenant he made.
