Why is the guilt offering described as most holy?

Leviticus 7:1 (ESV)

1 “This is the law of the guilt offering. It is most holy.

The guilt offering is literally called, “a holy of holies.” This description was used earlier to describe the grain offering (see Leviticus 2:3; Leviticus 6:17). As such, the priests cannot treat it in a common way or disregard the Lord’s instructions pertaining to it. This is repeated at the end of Leviticus 7:6.
