Why does the fact that it is the third hour of the day have to do with being drunk?

Acts 2:15 (ESV)

15 For these people are not drunk, as you suppose, since it is only the third hour of the day.

The third hour was 09h00 in the morning. Common sense dictates that you do not find drunk people awake and arguing early in the morning. People get drunk at night (see 1 Thessalonians 5:7) and then they fall asleep to wake only late in the morning. When it comes to the Jews, they did not ordinarily eat so early in the day, much less drink wine.1
