Jesus has overcome the devil and death. In Ephesians 4:8 we read: When he ascended on high he led a host of captives, and he gave gifts to men.
Here Paul applies Psalm 68:18 to Christ. Psalm 68 is about God defeating his enemies (including Egypt). He comes from Sinai to Zion as his dwelling place, and he receives gifts from men. The image in the Psalm is of a triumphal entry of a king after he has overcome his enemies. The king carries gifts of the enemies, loot (plundered possessions), or tribute, and he distributes those gifts among his own people. So he gives to men (Ephesians 4:8) the gifts that he has received (Psalm 68:18).
Jesus has overcome nations and powers in his resurrection and ascension, and we are now being built into God’s dwelling place (the church, Ephesians 2:21–22). For this he distributes the gifts to his people. These gifts are not silver or gold (just like we are not redeemed by silver and gold, 1 Peter 1:18), but living people. Jesus gives gifted people (apostles, pastors, elders etc.) to his people to enrich our faith and build up the church.
