Here Paul comes back to his main point (see 1 Corinthians 12:4–7), namely, that the different gifts all come from the same Spirit. The words to each one individually
indicates that the Spirit neglects no-one in distributing the gifts. Every believer receives gifts.
Yet there is no believer who can say that he has all the gifts, or that he has achieved perfection in a certain gift. Only Jesus Christ has the Holy Spirit without measure (John 3:34). Only he has all the spiritual gifts in perfection. Our gifts are partial and incomplete, a point that Paul will come to in 1 Corinthians 13:1–13.
The Spirit distributes the gifts as he wills.
He knows best what every church needs. This does not mean, however, that a believer cannot ask the Spirit to give him a certain gift (see, e.g., 1 Corinthians 14:13; Ephesians 6:19).
