John says the voice belongs to “a great multitude.” The temptation is to try to identify the identity of this multitude; that is, is it a reference to the innumerable angels of heaven (Revelation 5:11) or to the countless saints already assembled in heaven (Revelation 7:9)? (Note: the reference to “our God” later in this verse does not resolve the matter, as angels and saints alike acknowledge the Lord as “our” God.) But that effort misses John’s point. Heavenly creatures see the work of God as described in Revelation 17:1 – 18:24 and respond with singleness of voice and loudness of enthusiasm. There is no dissonance in heaven as its inhabitants observe the Lord’s victories on earth.
