The term “all” (in the phrase “all you his servants”) had already captured the whole range from “small” to “great.” Yet by including this phrase the Spirit describes those who had been slain for the word of God (Revelation 6:9), that is, the prostitute did not spare you (in her war against the Lamb, Revelation 14:17) just because you were rich or powerful (“great”), let alone if you were one of the slaves of Revelation 18:13 (“small”). But all those victims should now praise our God because he has judged the great prostitute and avenged on her the blood of his servants (Revelation 18:2).
5 And from the throne came a voice saying, “Praise our God, all you his servants, you who fear him, small and great.”
