Why is there such an abrupt change of person from “you” to “they”?

Zephaniah 2:12 (ESV)

12 You also, O Cushites, shall be slain by my sword.

This very brief oracle contains a very abrupt change of persons: “Also you, O Cushites—slain of my sword are they!” This abrupt change is likely an intentional literary device: The swift sword of the executioner has found its victim immediately upon the Lord's uttering the name of the Cushites…. The language also underscores the direct involvement of the Lord himself in bringing about this judgment. The Lord’s own personal sword, wielded by his own hand, strikes the deathblow for the Cushites.1
