In ancient Near Eastern thought, the sea and the monster of the deep were two chaotic powers that continually had to be kept under control by the god El. Job cannot understand why God is acting so strongly against him. After all, he does not have the power of the sea or a sea monster. He is a mere man who can pose no threat to God.
