Exodus 5:10 (ESV)

10 So the taskmasters and the foremen of the people went out and said to the people, “Thus says Pharaoh, ‘I will not give you straw.

Over against the command of the Lord (Exodus 5:1) stands the command of Pharaoh. The Israelites must go, but not to serve God but to seek straw. For the time being, that which Pharaoh commands is done, but not what the Lord commands.
