9 “For at that time I will change the speech of the peoples to a pure speech, that all of them may call upon the name of the LORD and serve him with one accord.

In Zephaniah 3:9–20 we find three concluding oracles. The first records the Lord’s plan to form a new community of holy people. This oracle covers the nations (Zephaniah 3:9–10) and the remnant (Zephaniah 3:11–13). The following two oracles deal with the same divisions of humanity, but in reverse order: the Lord’s people are found united with him in fullness of joy (Zephaniah 3:14–17), and this people becomes central in the Lord’s setting the world to rights (Zephaniah 3:18–20).1
