Zephaniah 3:10 has a few allusions to Isaiah 18:1–7. It begins with the phrase מֵעֵבֶר לְנַהֲרֵי־כוּשׁ (from beyond the rivers of Cush/Ethiopia
), which is the exact phrase that opens Isaiah 18, an oracle against Cush/Ethiopia. Moreover, our verse concludes with יוֹבִלוּן מִנְחָתִי (shall bring my offering/gift
), echoing the final verse of the same Isaiah oracle, Isaiah 18:7, יוּבַל־שַׁי (gifts will be brought
).1 It is more likely that Zephaniah is making use of the Isaiah oracle than vice-versa.
