Whom are those who “seek refuge in the name of the LORD” to be contrasted with?

Zephaniah 3:12 (ESV)

12 But I will leave in your midst a people humble and lowly. They shall seek refuge in the name of the LORD,

The humble and lowly…[who] seek refuge in the name of the Lord are contrasted with the proudly exultant ones who trust only in themselves (Zephaniah 3:11; see also Zephaniah 2:3; Zephaniah 3:2).1
