What does “deceive the nations” mean?

Revelation 20:8 (ESV)

8 and will come out to deceive the nations that are at the four corners of the earth, Gog and Magog, to gather them for battle; their number is like the sand of the sea.

See the discussion in Revelation 20:3 about Satan’s deceiving the nations. We may now add that during the thousand years of his captivity (the new dispensation), the gospel of Jesus Christ has gone to all nations (recall the work of the Rider on the white horse, Revelation 19:11–16; Revelation 6:1–2) so that there is a catholic church made up of people from every tribe, race, and nation (Revelation 7:9). Satan remains in denial of what this gospel progress through the new dispensation implies in relation to himself. So as soon as he is released from his prison, he continues his efforts to deceive the nations.
