How does the promise “you shall never again fear evil” flow from what precedes it?

Zephaniah 3:15 (ESV)

15 The LORD has taken away the judgments against you; he has cleared away your enemies. The King of Israel, the LORD, is in your midst; you shall never again fear evil.

Previously it was implied that the Lord’s presence in the midst of Jerusalem had been a threat to those who were unjust (Zephaniah 3:5). Now the prophet indicates that the Lord would remove the judgments against his chosen people and clear away their enemies, and would establish his rule as King “in your midst.” This was said with a view to guaranteeing the permanent security of the city (see further Psalm 46:5; Revelation 21:2–4; Revelation 22:3). As a consequence, the people of God “shall never again fear evil.”
