From the end of the verse, it is clear that God is speaking. Thus the references to “I” and “me” are references to the Lord of heaven’s angelic army. God reveals himself in his glorious power, as ruler of heaven and earth. The Lord is sending his messenger before his coming to his people.
1 “Behold, I send my messenger, and he will prepare the way before me. And the Lord whom you seek will suddenly come to his temple; and the messenger of the covenant in whom you delight, behold, he is coming, says the LORD of hosts.
