This verse draws the conclusion in two sentences: a. happy/blessed are the people that are thus blessed; b. happy/blessed are the people for whom the Lord is God. There is, probably, a rising element embedded in this, for the last-mentioned blessing is the greatest happiness. And so, the psalm ends with the greatest riches.
15 Blessed are the people to whom such blessings fall! Blessed are the people whose God is the LORD!
