The Lord can and does use the sinful choices of his people as a camouflage for bringing his sovereign, good will to pass. That is not saying that God approved of Samson’s sin or let him into sin. James 1:13 says that God does not tempt anyone. And so it is not as if you can use this text to defend a Christian dating an unbeliever. What Samson did was against God’s will. But God ordained it to happen, for the furtherance of his plans. God used all of Samson’s sins for the benefit of Israel.
4 His father and mother did not know that it was from the LORD, for he was seeking an opportunity against the Philistines. At that time the Philistines ruled over Israel.
