Psalm 40:13 (ESV)

13 Be pleased, O LORD, to deliver me! O LORD, make haste to help me!

After confidently saying that God will be merciful to him and experiencing the enormous disasters, we now hear a prayer. Be pleased, Lord, to deliver me. In Psalm 40:1 he already mentioned that the Lord inclined to his cry for help. And in Psalm 40:2 he tells how he was saved from the miry bog. Now he once again asks for help to be delivered, and he requests haste. This verse may also be seen as a poetic repetition of what he has experienced in the past. Psalm 70:1–5 shows a strong resemblance with this last portion of Psalm 40.
