Why are infants dashed to pieces?

Nahum 3:10 (ESV)

10 Yet she became an exile; she went into captivity; her infants were dashed in pieces at the head of every street; for her honored men lots were cast, and all her great men were bound in chains.

When Assyria invaded Thebes, they killed all the babies. This especially brutal act was common when one nation invaded another. Killing off a generation of babies would all but destroy the future of the conquered nation.
