Why must people draw water?

Nahum 3:14 (ESV)

14 Draw water for the siege; strengthen your forts; go into the clay; tread the mortar; take hold of the brick mold!

Nahum’s mocking tone continues as either he shouts out commands to prepare the city for invasion, or he sees someone in his vision shouting the commands.

The city must gather drinking water to survive any kind of siege.
