Notice the contrast in Mordecai’s clothes. In response to the first edict, he had walked around in a sackcloth (Esther 4:1). Now he went about in royal colours: white, blue, and purple (see Esther 1:6).
As much as the city had been bewildered
by the first edict (Esther 3:15), they now rejoiced. This shows that the majority of citizens were favourably disposed toward Mordecai and the Jews. When it goes well with the righteous, the city rejoices, and when the wicked perish there are shouts of gladness
(Proverbs 11:10).
15 Then Mordecai went out from the presence of the king in royal robes of blue and white, with a great golden crown and a robe of fine linen and purple, and the city of Susa shouted and rejoiced.
