Deuteronomy 1:11 (ESV)

11 May the LORD, the God of your fathers, make you a thousand times as many as you are and bless you, as he has promised you!

Moses' wish for the future was dependent on the ancient promise. And his wish for further increase made clear that his desire to distribute responsibility (see Deuteronomy 1:9) was in no way a complaint.
