What kind of judgment will there be for the one who is unrighteously angry with his brother?

Matthew 5:22 (ESV)

22 But I say to you that everyone who is angry with his brotherwill be liable to judgment; whoever insultshis brother will be liable to the council; and whoever says, ‘You fool!’ will be liable to the hellof fire.

The judgment in view is not that of an earthly court but the heavenly court. An earthly court cannot make judgments over what is secret (desires and thoughts), but God’s can and he will (see Ecclesiastes 12:14; Luke 8:17; Luke 12:3; Romans 2:16). When people are unrighteously angry with one another, damaging personal relationships, they also damage their relationship with God. 1
