Why does Peter add the words “who is likewise chosen”?

1 Peter 5:13 (ESV)

13 She who is at Babylon, who is likewise chosen, sends you greetings, and so does Mark, my son.

Peter had begun his letter describing his readers as elect exiles (1 Peter 1:1). In the present passage he uses the identical word to communicate that she who is at Babylon has the same standing before God as his readers have, that is, the church (that is, her members) in Babylon is equally chosen, elect.
