How does this verse expand on Judges 18:7?

Judges 18:28 (ESV)

28 And there was no deliverer because it was far from Sidon, and they had no dealings with anyone. It was in the valley that belongs to Beth-rehob. Then they rebuilt the city and lived in it.

In Judges 18:7 it says that the Laishites were lacking nothing that is in the earth and possessing wealth. Literally it says, And was not shaming a thing in the land, one taking possession [by] force. Now, the author adds that the city was totally defenceless: There was no deliverer. This only serves to increase the reader’s sympathy toward Laish, and to underline the Danites’ cold-bloodedness.
