We may assume that Jesus called together the ten as well as those who were criticized by them. All twelve of them hear him. At issue in the question of the sons of Zebedee was the division of the tasks that had just been revealed to the twelve (Mark 10:30, Matthew 19:28). It is therefore not by accident that Jesus makes a comparison with those who are considered rulers of the Gentiles
(in reality, God rules!). The twelve have been chosen to lead; in time they will be the twelve judges over Israel, together with Jesus.1
42 And Jesus called them to him and said to them, “You know that those who are considered rulers of the Gentiles lord it over them, and their great ones exercise authority over them.
