Why do the Israelites weep before the Lord?

Judges 20:23 (ESV)

23 And the people of Israel went up and wept before the LORD until the evening. And they inquired of the LORD, “Shall we again draw near to fight against our brothers, the people of Benjamin?” And the LORD said, “Go up against them.”

Israel’s loss was enough of a setback to negatively impact their morale. They weep before the Lord, as they had in Judges 2:4. But they weep not for sin, but for their defeat. They are again going through the motions instead of being repentant.
